Do I need to use the Waxperts Pre-Wax Oil with the strip wax?

No. Waxperts Strip Wax will not adhere to the hair being waxed if there is an oily residue on the skin. That is why we always tissue off any cleanser residue at the beginning of a strip wax treatment.
